Descripción : The Project for the Development of the Exportable Capacity of Productive Groups of three municipalities of the Department of El Progresso of Guatemala was initiated in December 2000. This document gathers the antecedents of it, starting from a presentation of the problem and diagnosis of the environment, which It includes general information about the Department of El Progresso, institutional support for the project, and the reasons why the topic was chosen, which has its emphasis on local economic development and the decentralization of services. Likewise, the project is justified based on the analysis of the diagnosis made. Subsequently, the hypotheses proposed will be defined, starting with a conceptual basis in which the theme is related to decentralization and local development. Likewise, the development framework of the subject and its delimitation is presented. Another section includes the objectives, expected results and strategies of the change project, which were defined in a participatory manner with the groups. Productive involved in it. This also describes the activities foreseen in the Project's Operational Plan to achieve said results; the beginnings and first interventions of the project are reported, emphasizing the achievement of institutional support and the creation of a Co-Management Committee to follow up on it. In addition, observations on the process of change are presented, recounting the experience, resistance and obstacles. The methodology and tools used are described below: SWOT (Analysis of Strengths, Opportunities, Weaknesses and Threats) and Z.O.P.P. (goal-oriented planning); instruments and techniques, such as brainstorming, visualization, reflection, mapping of actors, and negotiation. Then the coaching tool is explained by an advisor throughout the project. Subsequently, the chapter that tells how the development of the change project was addressed, which elements were incorporated to maintain the enthusiasm and interest of the groups involved and the strategies to be followed to achieve the sustainability of the Co-Management Committee. The planned project cycle is described, which was divided into three phases; as well as experience in terms of actors, the process, success factors, obstacles and hypotheses. Finally, conclusions are presented regarding the impact of the change project on the environment, for which a matrix agreed with the Co-Management Committee is exposed in order to measure medium and long-term results. It is reflected on the learning process, especially with regard to the concept of the project, hypothesis, methodology, phases and contributions. Then some general recommendations, bibliography and annexes are presented.
