| Descripción : | This research analyses the international decentralized cooperation in Ecuador at the municipal level between 2009 and 2014. It presents a comparative analysis of the Community Metropolitan District of Quito (Municipio del Distrito Metropolitano de Quito) and the Autonomous and Decentralized Community Government of Cuenca Province (Gobierno Autónomo Descentralizado Municipal del Cantón Cuenca). This comparative analysis draws on a sequence of selected variables which include specific modalities of cooperation, cooperation partners, beneficiaries and priority topics. For this purpose, the theoretical framework is based on a literature review of relevant concepts related to international cooperation. In addition, key concepts from constructivist international relations theory are included in order to explain the internationalization of local governments and the joint administration with regard to priority topics. By using official documentation –such as accords, agreements, programs, and projects- provided by municipal institutions in charge of international relations, similarities, differences and tendencies were identified with the aim of describing the international decentralized cooperation in the country. |
