Descripción : The following research aims to provide a comparative analysis on the status of articulation between the National Government and the Decentralized Autonomous Governments of the Metropolitan District of Quito and the city of Guayaquil in the implementation of public policies on informal human settlements in urban areas. The research focuses; it reveals the role of articulation as a possible cause for the existence of gaps in the implementation of public policy, using the methodology proposed by the World Bank Group. This methodology involves an in-depth review of both national and local laws and its comparison with official documents and interviews that reflect the reality after the implementation of the regulations. The period of time analyzed starts in 2013, the year in which the framework for the formulation of all public policies in the country was reformed; the Plan Nacional del Buen Vivir (the National Plan for Good Living). The study implements a latent content analysis of all available written documentation regarding the process of regularization of informal human settlements which includes primary texts such as the Constitution of Ecuador, the Organic Code of Territorial Organization, Autonomy and Decentralization and others at the municipal level. The results of the present study show that, while the Municipality of Guayaquil articulates its competencies with the national government regarding the use of the soil and the regulation of human informal settlements in urban areas; the Municipality of the Metropolitan District of Quito has exclusive and privative competencies that are not shared with those of the national government overall urban agenda as stablished in the Plan Nacional del Buen Vivir. This demonstrates that the implentation gaps for these particular cases start at the policy formulation stage and, as such, results in a lack of articulation between both national and municipal efforts.
