Descripción : This research is aimed to examine the presidential powers in Ecuador and how they affect the development and quality of democracy, starting with a theoretical analysis and literature on political and governmental regimes. In the foreground there is the discussion of democracy and the development of democracy in general terms in order to have a notion of the course of research. Then, we focus on the definition and authors of delegative democracy (O'Donnel, 2011), authoritarianism (Linz, 2000) and finally populism (Diezcanseco, 1989), for being important in the classification of the research and having a clearer approach to the systems of government that are subject to analysis. Within the government regimes we find the presidentialism with Juan Linz (1993), Dieter Nohlen (2012), which begins by analyzing from its basic characteristics to the Implementation of such a system in countries, especially in Latin America, in addition to focusing analysis on the quality of democracy and its effective development. On the other hand, we have another regime of government that differs from presidentialism, which is the Parliamentary with Mayorga (2013) making a debate as to what system of government manages to shape a more serious and better state, in order to analyze what is Better, both in theory and in the application of democracy. After defining and analyzing the systems of government and political systems, a deeper approach is made to the hyperpresidentialism and to the discussion around the subject of several authors and theories. To finalize the investigation based on the literature, it is applied to the Ecuadorian case, making a journey from the return to democracy with the constitution of 1978 until the current constitution (2008), in addition to carrying out an exhaustive analysis of the actions taken within the State. To facilitate the development of hyperpresidentialism in Ecuador, analyzing from the Constitution to the organic laws that have been applied since the period 2007-2015.
