Descripción : The ecuadorian plurinational state was established in a condition filled by demands from vulnerable ethnic groups, who required a molecular change of the central structure of power through laws and dynamics that guarantee the well-being of people. From this emerged the Sumak Kawsay or Buen Vivir regime, a life project that promotes social plurality and respect for nature, which should guarantee equality, complementarity, diversity and freedom of all agents of State interaction, however, for some people this represented a plan that would create spaces for the development of the multiplicity of the country, but for other people the regimen signifies the continuation of the modern state. In this context, the Federation Interprovincial of Centers Shuar (FISCH) takes side as an autonomous institution that requires measures that empower its organizational dynamics, so that the shuar can coexist according to their worldview and cosmogony, since they have resorted to unrelated archetypes, to participate in the socio-political scenario of the country. With these background, this investigation will confront the reality of the plurinational state according to the development of the multiculturalist theory of liberalism, in order to determine theoretical keys that strengthen the internal overnment of the FICSH as does the indigenist project, while it will propose intercultural governance guidelines that they will improve the relation between the state and the FICSH, according to its right to self-determination.
