| Descripción : | The issuance of ordinances that seek to conserve and protect the urban environment is based on the constitutional principle of municipal autonomy. It is necessary under the legal framework of the Environmental Management Act, and the COOTAD, recognized municipal autonomy in this area to create a mechanism for collaboration under the system of municipal ordinances governing the prevention and control of environmental pollution within in Canton. This legal framework tends decentralization of environmental management in the country. Municipalities are an appropriate channel to a better effective environmental management, with the respective allow for citizen participation. Within the context of greater decentralization of the national environmental management, the municipality must have authority and responsibility to regulate the protection and conservation of the environment. The prevention and control of pollution of soil, water and atmosphere and also have the authority and power to regulate the management of the environment referred to the development of population centers |
