| Resumen : | El trabajo de titulación consiste en desarrollar el proyecto que tiene lugar en el sector centro norte de la ciudad de Quito, dentro de la Mariscal. Dicha zona es motivo de estudio dados sus antecedentes históricos significativos para la ciudad y su crecimiento tanto morfológico como demográfico, en el sector de La Mariscal existe un decrecimiento poblacional continuo que ha sido provocado por diferentes factores que han influido en la vida de barrio que este sector solía tener, provocando que la población residente abandone el sitio y migre a la zona norte de la ciudad, dotando al barrio de diferentes vocaciones dados los usos y sus cambios en cuanto a la ocupación. Hoy en día la Mariscal en la pieza urbana es un sector Turístico, comercial y de actividades lúdicas y de ocio. Por lo que el Plan de Ordenamiento Territorial planteado por el Taller de noveno semestre AR0960 2017/2018 tiene como objetivo un Plan Maestro que reactive la zona por medio de equipamientos de escala barrial y sectorial que aporten a la recuperación y rehabilitación de la zona, para incrementar su crecimiento poblacional residente aportando con la vocación existente de cultura y comercio. La incorporación de una red de equipamientos de bienestar social enfocados a la comunidad dentro de La Mariscal, responde a las necesidades de los residentes existentes en el barrio y al crecimiento poblacional planteado en el P.O.U a futuro. Busca integrar a los barrios por medio de las actividades dadas en un lugar físico destinado a la comunidad, recuperando así la vida de Barrio y relación social entre vecinos. Se plantea el equipamiento Centro de Desarrollo Comunitario en el barrio de El Ejido con la finalidad de generar una serie de espacios que puedan ser utilizados por los habitantes residentes del sector para tratar temas de comunidad, organizaciones, actividades, programas que aporten con el barrio .Tomando en cuenta el plan Maestro, el equipamiento en este barrio formará parte de la red cultural y vocación turística, por lo que el Centro de Desarrollo Comunitario enfoca sus actividades al arte y cultura, siendo esta actividad la que atraiga a la usuario residente y flotante a participar dentro del gran espacio público que funciona como equipamiento Barrial. |
| Descripción : | The titling work was conceived to develop the project that takes place in the northern center sector of the city of Quito, within the Mariscal. This area is a subject of study. Its historical data refer to the city and its growth. Both morphological and demographic, in the sector of the economy there is a continuous population decline that has been caused by different factors that have influenced the neighborhood life that this sector used to have, causing the resident population to leave the site and migrate in the area north of the city, point in the neighborhood of different vocations, uses and changes in terms of occupation. A tourist sector, commercial and recreational and leisure activities. Therefore, the Territorial Planning Plan proposed by the Ninth Semester Workshop AR0960 2017/2018 has as its objective a Master Plan that reacts the area through the medium of equipment to improve its resident population growth contributing with the existing Vocations of culture and commerce. The incorporation of a network of social welfare facilities focused on the community within La Mariscal, responding to the needs of the residents in the neighborhood and the population growth proposed in the P.O.U in the future. The integration of the neighborhoods in the middle of the activities in the place of the city, the recovery of life in the neighborhood and the social relationship between the neighbors. This is the community development center in the El Ejido neighborhood, with the aim of generating a series of spaces that can be used as the inhabitants of the sector to deal with community issues, organizations, activities, and programs that contribute to the neighborhood. Taking into account the Master plan, the equipment in this neighborhood will be part of the cultural network and tourist vocation; the Community Development Center of art and culture activities, this activity is what attracts the resident and floating user to participate within the great public space that works as Barrier equipment. |
