| dc.description | In Ecuador, free access to health is guaranteed through the Comprehensive Public Health Network and the Complementary Private Network; therefore, citizens can receive medical attention in any institution that is part of the exposed networks, institutions that will issue invoices with due justification to the Ministry of Public Health so that it can proceed with the payment, prior to which the entire payroll file will be subjected to a documentary audit process, medical and financial. In this work, through the bibliographic research of doctrine, norms and instructions it has been possible to determine that there are several shortcomings at the time of making the payroll, which leads to excessive delay in payment, a considerable amount of rejected procedures that will not be able to claim any payment and the closing of inter-institutional agreements. Therefore, it is proposed to establish a plan to improve the medical audit process in the RPIS and RPC, which guarantees efficiency in the different processes, as well as the payment and execution of the allocated budget. | es_ES |
| dc.description.abstract | En el Ecuador se garantiza el acceso gratuito a la salud a través de la Red Pública Integral de Salud y la Red Privada Complementaria; por lo que, los ciudadanos pueden recibir atención médica en cualquier institución que forme parte de las redes expuestas, instituciones que emitirán las facturas con su debida justificación al Ministerio de Salud Pública para que éste proceda con el pago, previo a lo cual todo el expediente de planillaje se someterá a un proceso de auditoría documental, médica y financiera. En este trabajo, a través de la investigación bibliográfica de doctrina, normas e instructivos se ha podido determinar que existen varias falencias al momento de realizar el planillaje, lo que conlleva a que exista demora excesiva en el pago, una cantidad considerable de trámites rechazados que no podrán reclamar pago alguno y el cierre de convenios inter institucionales. Por ello, se propone instaurar un plan para mejorar el proceso de auditoría médica en la RPIS y RPC, que garantice la eficacia en los diferentes procesos, como también, el pago y la ejecución del presupuesto asignado. | es_ES |
