dc.descriptionIn the following case study, we analyzed the way in which referentials have been used to create public policies regarding mobility within the Metropolitan District of Quito in the 2014-2019 period, under the theory of cognitivism. The role and role of the actors involved in this case, which are the Ministry of Mobility, the Municipality of Quito, and citizens. In addition, through this research method, the history of transportation in Quito from the beginning of the 20th century and its evolution was analyzed, this work specifically analyzes from 2014 to 2019, and the factors that were present, such as the increasing number of vehicles , the traffic, the demographic increase of the city, its geographical location, among others, and the alternatives that were taken in an attempt to solve mobility problems in the city, such as the Quito Metro.en
