| Descripción : | The Guantanamo Detention Center was implemented during the presidency of George W. Bush as a tool in the context of the War on Terror. Since then, and having been constituted around the scene of human rights violations of detainees, this place has been the object of internal and external criticism. Contrary to aggressive tactics of Bush, President Barak Obama promised to close this prison, however he could not fulfill such promises for reasons detailed in the present academic contribution. This essay offers a comparative analysis of the mandates of US Presidents George W. Bush and Barack Obama; Especially their influence in the foreign policy framework regarding the operation of the Guantánamo Detention Center. Through descriptive and qualitative research, the following allows a historical and theoretical review of the factors and instruments that influenced decision making, and facilitates the analysis of the differences and similarities found in the actions of the former presidents. |
