dc.description	The objective of this academic essay is to establish, through theory, concepts that include the activation of constitutional rights of people to participate in governmental procedures, also known as citizen participation. Proposing the deliberative democracy model to be constituted as an alternative way for the achievement of the purposes of social participation, emphasizing the public debate and constant dialogue between citizens and the state apparatus; culminating with the effective empowerment of participation rights and the citizen initiative in state decisions. In a second part, this work is oriented towards the specific analysis of the mechanism of participation (silla vacía) in the GAD of the Metropolitan District of Quito, exposing in a first level the situation of participation at national level, to finally verify the reality that lives our community to the lack and / or limited implementation of this mechanism of participation in the City of Quito.	en
