dc.descriptionHorizontal integration of Health Services is the best tool to improve accessibility, reduce fragmentation and improve care coverage health system capacity, and it has been developed by the Pan-American Health Organization; this model provides concrete results such as improvement in the overall efficiency, avoid duplication of infrastructure and services, lower production costs, and better knowledge of the system. (Pan-American Health Organization, 2010) The Ecuadorian government in compliance with the Constitution of the Republic, and through Health Authority has developed different strategies for planning and designing different health services networks, including public and private services and also non-profit services in order to meet the needs of the population. On the other hand, territorial planning, divides the country into nine administrative areas, which are made up of districts, it is appropriate to use these administrative structures for planning Health Networks. For this work the 17D08 (Zone 9) district was taken, because there is no coordination of services between the various establishments although there is a first level of care in every population center, also it requires a vertical articulation with other levels of care; the goal is to make the diagnosis of the current available supply of health services and the proposed design of the micro network and specific attention flows. After collecting and analyzing the data, it is concluded that there is great disruption between services, inadequate response to health needs; discords national planning work with Health Care Model and lack of mechanisms of complementary services that allows optimize time and resources from institutions. The recommendations for study are: alignment with the planning defined by the Health Authority; deepening and constantly updated service portfolio; geographical registration of the population; the implementation of the network model and proposed tools, all to improve coverage of local health needs.en
