Descripción : The research was conducted in order to establish the parameters of digital government used by the Municipality of Guayaquil to interact with citizens. Was made, therefore, a tour of the state of art of e-government to establish the status of their study at local, regional and international levels. Transparency, accessibility and citizen participation in projects, processes and policies managed by states: Through this journey a theoretical framework linking governance, e-government and the use of social technologies in three main areas was built. Content analysis, surveys and interviews to analyze this phenomenon some elements of the model proposed by Gil-Garcia (2012), made viable by triangulating three research techniques were used. These instruments were applied to citizens and public strategically savvy communicational reality of guayaquileño municipality, but also contrasted with the responsible management of own digital Municipality of Guayaquil. The first problem, as described in the results, is the limited access of the population to institutional information, leaving a gap in the conceptualization of transparency: only one in four respondents actively involved in eGovernment. These data show that there is a reduced impact of public information by their limited access, use and dissemination in social networks. The findings indicate the need to improve the management of the Municipality of Guayaquil for greater participation and strengthening institutional image on the network. Also, according to what was observed on digital channels, institutional public information is not related to a high percentage with what is published on the official website, an aspect that limits visibility and availability of institutional messages and participation its users. And that despite the use of social networks is essential to maintain a close relationship with those represented, and to establish synergies and collaborations with other institutions and access to different sources in the public sector.
