Descripción : The occurrence of different types of disasters is not just an obstacle for the development of the most under privileged areas of the planet but it is also related in the way societies are built, and this causes: the gathering of very vulnerable social groups in high risk areas with a very low economic capacity to face the impact of any kind of natural disaster and recover from its consequences; the unsuitable land use and human settlements in insecure areas and prone to hazards, with fragile and uncertain conditions of life with little social infrastructure and services; and the progressive increase of hazard levels due to environmental degradation process (Lavell 2003). In the Reserva Geobotanica Pululahua (RGP) there is a volcano along with its crater where human beings make their living on agriculture and cattle farming, the Pululahua is an active volcano and therefore it represents a very high risk for all the community that lives within the boundaries of the RGP. This investigation was developed on the bases of field investigation and theoretical compilation which allowed establishing the level of social, physical and environmental vulnerability inside the RGP, and also allowed to identify all the hazards related to volcanic and landslide risk. According to the results of the investigation it can be establish that physical, environmental and social vulnerability in the RGP is really high and that the people that live here are constantly exposed to these hazards. As a result of this analysis it has been important to present a risk management plan which contains three programs: Risk reduction and capacity improvement program, contingency program and evacuation and emergency program. These programs include actions and measures increase people’s capacity to respond to the possible occurrence of a disaster.
