dc.descriptionThe Financial System of the Popular and Solidarity Economy of Ecuador is an important sector that has been increasing its presence in the national financial system, and the growth in its credit portfolio affects the development of the country. In 2015, a strengthening policy is enacted for the savings and credit cooperative sector, which allows to increase capital based on the contribution of credit subjects. The literature has analyzed the effect of higher capital, as well as more restrictive regulatory practices in the placement of credit by financial entities in times of crisis, determining that entities with higher levels of capital may have greater flexibility to expand their credit level, and those who had lower levels of capital had to restrict their credit growth. The present study analyzes the entities of segments 1 and 2 defined by the SEPS, between 12 2012 to 03 2021, the objective is to find the effect of the aforementioned policy on credit growth and whether the larger entities in assets were more affected. It is found that the effect of the policy has been effective and significant in increasing the loan portfolio. The average increase of 10 percent in the equity contribution for this policy allows the average portfolio to be increased by 1.3 percent in the following period. Obligations with the public is the variable that best explains the increase in placement, the 1 percent increase in this variable increases the loan portfolio by 19.9 percent, provisions for potential losses have a negative effect of less 6 percent, ROA has a positive effect of 4.1 percent and the difference between solvency with respect to the legal minimum is not significant at 1 percent. Since the policy remains in force, the effect would be expected to increase over time.es_ES
dc.description.abstractEl Sistema Financiero de la Economía Popular y Solidaria del Ecuador es un sector importante que ha ido aumentando su presencia en el sistema financiero nacional, y el crecimiento en su cartera de crédito repercute en el desarrollo del país. En el 2015 se promulga una política de fortalecimiento para el sector cooperativo de ahorro y crédito, que faculta aumentar el capital en base al aporte de los sujetos de crédito. La literatura ha analizado el efecto de un mayor capital, así como prácticas regulatorias más restrictivas en la colocación de crédito de las entidades financieras en momentos de crisis, determinándose que las entidades con mayores niveles de capital pueden tener una mayor flexibilidad para expandir su nivel crediticio, y aquellas que tuvieron menores niveles de capital tuvieron que restringir su crecimiento crediticio. El estudio presente analiza a las entidades de los segmentos 1 y 2 definidos por la SEPS, entre 12/2011 a 03/2021, el objetivo es encontrar el efecto de la referida política en el crecimiento crediticio y si las entidades de mayor tamaño en activos tuvieron una mayor afectación. Se encuentra que el efecto de la política ha sido efectivo y significativo en el aumento de cartera crediticia. El incremento promedio del 10 por ciento en el aporte patrimonial por esta política permite incrementar en 1.3 por ciento la cartera promedio en el siguiente período. Las obligaciones con el público es la variable que mejor explica el aumento de la colocación, el incremento de 1 por ciento de esta variable incrementa en 19.9 por ciento la cartera de crédito, las provisiones por pérdidas potenciales tienen una afectación negativa de menos 6 por ciento, el ROA un efecto positivo de 4.1 por ciento y la diferencia entre la solvencia respecto al mínimo legal no es significativa al 1 por ciento. Debido a que la política se mantiene vigente se esperaría que el efecto se incremente en el tiempo.es_ES
