Descripción : Quito, the capital of Ecuador, constantly faces changes and new problems due to its accelerated development and population growth. This phenomenon has brought with it a series of effects on its road organization, form, environment, territorial ordering, among other areas. The Urban Planning of the ARO 860 / 2019-2 workshop, focused on a study area of 9 neighborhoods: Zaldumbide, Chaupicruz, Jipijapa, Voz de los Andes, Iñaquito, Batán Bajo, Rumipamba, La Carolina, and Parque la Carolina, where important problems were found such as underutilization of the lan d, deficit of public space and green areas, little coverage of equipment, incompatibility of uses and discontinuity of the road system. The urban plan focused on strengthening the commercial financial center through an articulator system with thematic networks and poly functional equipment that s upply the needs of the sector for the year 2040. The Cultural Center of Urban Art and Photography was born due to the imbalance and lack of coverage in cultural facilities according to the indicators IUCD 2014 (UNESCO Indicators for Culture in Ecuador), in terms of spaces that encourage art and exhibition such as: museums, libraries and exhibition spaces. What has led in recent years in a decline in the consumption of culture in homes, entrepreneurship of cultural enterprises and public investment in accord ance with the Ministry of Culture and Heritage, losing prominence in its important role as a development tool that produces economic and intangible benefits such as social cohe sion, tolerance and social inclusion. The present work develops a Cultural Center and focuses on the investigation, comparison and reinterpretation of the cultural center, its evolution over time and its symbolic value. As well as the rescue and appropriation of photography and urban art in order to achieve a synthesis within the architectural proposal that manages to solve the particular needs of the user and the environment in which it is located.
