dc.description | The Ecuadorian Constitution of 2008 implied various changes, including the creation of the Transparency and Social Control government branch (FTCS). Its creation was one of the most important changes because its main goals are promoting citizen participation and implementing transparency and accountability mechanisms. In this sense, the objective of this paper is to highlight the institutional change that meant the incorporation of the FTCS into the government branches and to analyze the accountability policies applied by its main body, the Council for Citizen Participation and Social Control (CPCCS) between 2013 and 2017 under the neoinstitutional approach, specifically through the analysis of public policy instruments and Fontaine’s analytical framework related to the design of public policies. dc.description.abstract | La Constitución Ecuatoriana de 2008 trajo consigo una serie de cambios entre los que se destacan la creación de la Función de Transparencia y Control Social (FTCS) dado que el objetivo de su creación fue promover la participación ciudadana e implementar mecanismos de transparencia y rendición de cuentas. En este sentido el objetivo de este trabajo es evidenciar el cambio institucional que significó la incorporación de la FTCS a la estructura del Estado y posteriormente analizar las políticas de rendición de cuentas aplicadas por su principal organismo, el Consejo de Participación Ciudadana y Control Social (CPCCS) entre 2013 y 2017 bajo el enfoque neoinstitucionalista, específicamente a través del análisis de los instrumentos de política pública y el marco analitico presentado por Fonatine para el diseño de políticas públicas. Las conclusiones muestran que, aunque han existido ciertos avances en la rendición de cuentas, el panorama es negativo en general el panorama es negativo y que las diferencia entre los creadores de la política pública y de los encargados en implementarla causaron su fracaso. | es_ES |
