Descripción : The city of Quito gave an impulse to its urban-architectural development, since 1960s as a result of the outline of two large longitudinal axes that allowed the displacement to the north side of the country by the Panamericana Highway, and in the other hand towards the rural parishes of the northwestern side through La Prensa avenue and the Mitad del Mundo Highway; At the convergencepoint of these two roads, the Plaza Benalcázar, a three-level transport interchanger known today as the Y de Quito, was implanted. At the same time, buildings of a commercial use and populardistraction were also implemented, such as the Quito Bullring, incorporating innovative concepts of architecture and engineering, as well as the creation of new residential neighborhoods. Nowadays, buildings such as the Quito Bullring and the North Station of the Trolleybus, were completely abandoned and unused, causing the sector in general to suffer a depression concerning to land use and the lack of cultural centers; because of this, the Urban Planning Proposal (POU) developed by the Eighth Semester Workshop of the UDLAs Architecture and Design School,proposes the implementation of a Cultural Center for the sector. With this background and as part of the development of the certification project, the importance of planning a Museum of Contemporary Art in this sector, and the importance of rescuing a symbolic building of modern architecture in Quito was determined. This resulted in the topic for the certification Project: The Rehabilitation of the use of the Morisaenz building and the cultural center development. The implementation of the cultural center is given as a response to the lack of cultural centers within the influence añrea, and with the necessary conditions for the cultural promotion and dissemination to the general service of the community and specially to the nine neighborhoods that make up the sector.
