dc.descriptionThere have been many attempts to reform the healthcare system in the Region and specifically in Ecuador. Despite of the fact that some important developments have been achieved, there is still a great need for some essential elements of the healthcare system of Ecuador to effectively reduce the inequities related to the access to healthcare services and medicines of the Ecuadorian people; and, to improve effectiveness, efficiency and quality of the healthcare services. Therefore, a serious reform in the healthcare system, especially in the medicine acquisition is currently an unavoidable and imperative need in Ecuador. This reform needs to introduce fundamental changes in the organization, operation and performance of the healthcare system. A current problem with no real solution so far is the excessive spending generated in the healthcare system; specifically in the definition of a methodology for acquiring medicines for human health, its marketing, and the time needed for a nation-wide distribution. This phenomenon of excessive spending in medicine acquisition in Ecuador also occurs due to the lack of an adequate use of the information available at the Red Pública Integral de Salud (RPIS) and also information available at other healthcare institutions related to the existing diseases in the country, their temporality, the recurrent geographic locations and their behaviour patterns. In addition, in Ecuador there is no governmental industry for medicine production, which could allow market regulation, lower cost medicines, good quality and suitable for human consumption in benefit of the entire population. Consequently, this thesis, which receives the support of the Empresa Pública de Fármacos ENFARMA EP (a government public company), proposes a feasibility study to implement a Business Intelligence solution at the governmental level and focused on the security social sector, for contributing to the decision-making process closer to the population healthcare needs and specifically to the medicine procurement for human consumption. The study will. focus on avoiding over spending which could generate savings to the national treasury and to improve the quality of life of all Ecuadorians, in the framework of the National Plan of Well Being.en
