dc.descriptionThroughout the 1990s and the beginning of the twentieth century there was a growing interest in establishing a broader, multicultural identity, and this opened the way to strengthen regionalization and regional identity. This desire for identity helped to develop and strengthen the regional processes in South America. Because of this, multiple sub-regional blocks started to form in South and Central America. The idea of constructing a regional identity became a critical tool that allowed for a closer relationship between citizens and governments. Although the main objective of MERCOSUR was to manage an idea of a "trade gains”, the present study will focus on a less studied strategy of social integration under democratic policies and human development. This research will be conducted under the lens of constructivist theory and framed as a social construction. The hypothesis tries to determine if there is an established regional identity based on the inclusive policies enacted by the Mercado Común del Sur (MERCOSUR). Taking into account the dependent variable for the integration of social policies proposed by the agency. The study investigates two specific variables that will be used to determine whether MERCOSUR has successfully obtained the awareness of South American citizenship (i.e. regional identity). These two variables are: (i) the free circulation of citizens oriented in education, health, work and passport as a document unique in the region, (ii) sustainable human development whose essential aspects are oriented in participation of citizens in decision making, and the quality of life in society under policies that ensure integrity and vulnerability of citizens assessing their quality of welfare. The research will take into account specifically the recent constitution of Mercosur and the present difficulties in its projects. Despite being ambitious and of a regional ideology, the research determines that MERCOSUR has not successfully achieved regional identity as an organizational construction.en
