dc.descriptionThe present investigation aims to clarify whether the intervention of the executive and legislative within the approval and definition of public policies has changed the dynamics of players with veto power or veto the player to receive and provide different incentives. In this way, influencing the decision-making process and causing the state actors not to intervene in an appropriate manner, especially the legislative one. It is important to bear in mind that the intervention of state powers by the executive and legislative branches over the years has been changing and seen from the judiciary for the approval of public policies, which son cyclical considerations. So, it is important to update the work of Andrés Mejía in the analysis of Ecuadorian politics in the last 15 years and compare with the political reality of veto players from 2012 to 2017. All this is carried out by means of the game theory, specifically with the sniper's dilemma, which allows to know the benefit that the main player has, without having made any contribution for the benefit, a total benefit by means of a selective incentive at a cost of the others. Therefore, applying this in the analysis of the exposed topic, it can be inferred that the winning player receives incentives from the small players for the benefit of the minimum actions that the player plays.en
dc.description.abstractLa presente investigación tiene como objetivo esclarecer si la injerencia del ejecutivo y legislativo dentro de la aprobación y definición de políticas públicas ha cambiado la dinámica de los jugadores con poder de veto o veto player al recibir y brindar diferentes incentivos. De esta manera, influyendo en la toma de decisiones y causando que estos actores del Estado no intervengan de la manera adecuada, en especial legislativo. Es importante tener en cuenta que la intervención de los poderes de Estado tanto por parte del ejecutivo y el legislativo durante el paso de los años ha sido cambiante, y en mejor medida visto desde el poder judicial para la aprobación de políticas públicas, las cuales son consideradas cíclicas. Así mismo es importante actualizar el trabajo de Andrés Mejía en el análisis de la política ecuatoriana en los últimos 15 años y comparar con la realidad política de los veto players desde el 2012 hasta el 2017. Todo esto se llevará a cabo por medio de la teoría de juegos, específicamente con el dilema del francotirador el cual permite saber el beneficio que tiene el jugador principal sin haber realizado ninguna contribución para verse beneficiado, alcanzando un benefició total por medio de un incentivo selectivo a coste de los demás. Por ende, aplicando esto en el análisis del tema expuesto, se puede inferir que el veto player principal recibe incentivos por parte de los pequeños actores tras al verse beneficiado de las acciones mínimas que realidad el jugador.es_ES
