Descripción : Venezuelan foreign policy has focused, since the Second World War, on the oil factor. However, Hugo Chávez intensified this policy with the intention of seeking international support and establishing a better cooperation for South America beyond the reach of US hegemony. The present investigation has as its theme the relationship between Venezuela and Central America, but especially with the Caribbean with the bloc of countries that make up CARICOM through the Petrocaribe Energy Cooperation Agreement. It is carried out with the objective of determining the ability of Venezuela to influence these countries through the oil factor, through the creation of a new energy governance system based on oil security. However, in the present work not only the oil geopolitics of Venezuela is taken into account, but it establishes that within the International Relations there are diverse actors that have the capacity to affect the oil market. Therefore, it will be stated that, since the fall in oil prices, Venezuela has not been able to maintain its capacity to influence the Caribbean countries, which can be demonstrated through the votes of these countries in the Organization of American States (OAS) that do not fully support the Bolivarian Republic of Venezuela.
