Descripción : The District Trade Coordination Agency is an adcrista entity to the Municipality of the Metropolitan District of Quito, created in 2012 by resolution of the mayor's office, which will be responsible for the regulation of the retail trade in the district, specifically in the municipal markets, shopping centers of savings and independent traders. This group of people according to the institutional objectives must be aligned with the law of social and solidarity economy, and it is the responsibility of the ACDC that all the projects it generates are oriented towards the applicability of this legal framework. The creation by resolution of an entity such as the ACDC, in no way guarantees the success of compliance with the institutional objectives, processes and activities that are its responsibility. The creation of the ACDC, carried out without any technical feasibility study, directly affected all areas of the entity, including the IT area, by not providing any strategic plan to guide its objectives. This paper proposes that the application of the BSO (Business System Planning) methodology, using the few documentary inputs with which the entity was created, will allow the elaboration of a Strategic Planning of Technology applicable in the long term, with the respective IT that will provide support. To the processes of the entity, and will better support the services that are delivered to the internal and external teeth of the ACDC. Finally, it will analyze the relationship of the IT area in the entity with the Metropolitan Directorate of Information Technology, and will evaluate, based on the current reality of the ACDC, the feasibility of providing electronic government services, as well as the possibility of an autonomous government Decentralized as it is the Municipality of Quito, can guide these projects towards technological sovereignty.
