| Descripción : | The objective of the thesis work has been to systematize the process to locate in the Peruvian rural environment through a previous identification work (brief diagnosis), the conditions that a community offered for the installation of an instrument - so called by the author-, for the concentration and the subsequent development of activities, in support of the initiatives processed by rural inhabitants. The axis to develop the so-called Change Project, should not only serve as a receiver of this proposal, but be willing to use the elements of the initiative, in the possibility that it would contribute to improve the treatment of the Development problem, and especially that linked to Local Development, projecting in perspectives that should be limited, fundamentally in time. The main assumptions or hypotheses identified, has been tried to process them as part of a knowledge process, adjusting them as much as possible - given the short term horizon - with the character of a scientific investigation as the so-called factual science is defined. Possibility of building citizenship, and then address the democratic institutionally in rural areas. Strengthen the use of an instrument, to coordinate diverse interests and face processes of institutional learning, and participatory planning, oriented towards change. Possibility of specifying at least one product. Preparation of Public Policy Recommendations, which were channeled to government entities. Outline a participatory Strategic Plan at the provincial level. The results obtained have been auspicious considering the short-term horizon for the development of most activities; Inclusive is reported the convocation and realization of the 1 Agrarian Convention, of the Basin that was carried out with great success, and on which various tasks assumed by the community are structured, beyond the intervention in the field. Although the intervention through the Change Project is true, it does not pretend to have initiated main processes, if it contributed with the different actors that they have now, with methodological tools, and above all they continue a process that was latent before the intervention, but that for diverse reasons among those that has a strong policy of the Peruvian State for more than a decade, oriented to the centralization of decisions, but also affecting the sectors of the periphery - especially provincials - with a growing marginalization in the decisions about their integration social, economic and affecting its governability. This explains the importance that is given to the reconstruction of the institutionally, because the north of the agreement is to respond to the substantial existence, to what it is concretized, and how this effort is linked to tasks ores in favor of development. It is estimated that the instrument or tool described is valid as long as actors of social change so determine, that is why it nature as an instrument and not be considered an end in itself. |
