dc.descriptionThis study evidences the causes of abandonment and indiscriminate overpopulation of domestic animals (dogs and cats) in the streets of the city of Quito. This social problem is exacerbated by the irresponsible acquisition of pets, the absence of mass sterilization campaigns and owners that allow dogs or cats to roam in the street for a period of time or all day. This in the cities becomes a health, road safety and occupation of public space problem. The lack of awareness and education of citizens are causes that do not allow to efficiently control the overpopulation of dogs and cats that occupy the streets, according to Hidalgo (2019) dogs and cats can get reproduced in a year, more than ten thousand pups The legal framework on the possession of animals is not clear, according to experts, the rights of animals and their welfare have legal gaps. As such, the Metropolitan Council is creating a new Municipal Organic Code for the Metropolitan District of Quito, which establishes the possession, protection and control of urban fauna. All the actors involved agree that the fundamental pillar to eradicate the abandonment of pets corresponds to a cultural change through education and awareness. The action of the authorities to implement mass sterilization programs, veterinary care that include vaccines is insufficient due to the high population density of street animals. For these reasons civil society acts trying to replace the absence of comprehensive policies from the State. The actors have as a common goal, animal welfare, but, in the pursuit of fulfilling this objective, the interests of each actor prevail and do not coincide in the application of the strategies they pose.en
