Descripción : This descriptive exercise develops a plan to improve the referral and counter-referral process of the Servicio Ambulatorio Intensivo (SAI)- de Chimbacalle, district 17D06 regarding the care process of patients with problematic alcohol and other drug use. The process is recognized from three methodological axes, SWOT (Strengths, Opportunities, Weaknesses and Threats), describing the interim strengths with the availability of interconsultations with other services, recent implementation opportunities, weaknesses, problematic use of alcohol and other drugs, Threats such as the resistance of professionals charged with stigma. As a second axis, a descriptive exercise of the substantive governing and value-adding processes regarding referral and counter-referral processes in patients with alcohol and other drug problems and a semi-structured survey was applied to users of the Servicio Ambulatorio Intensivo de Chimbacalle Health Center, to identify realities, tensions, flaws, that of the voice users, become strategic looks in the process, voice to give a voice in the health relation of the disease and in the ways to understand this reality Of the administration and Process management, with respect to the referral and counter-referral processes established by the Ministry of Health, to address the complexity of the mayor is pathologies by services of another level of care and management, as well as to detail the patients perceptions regarding To the quality of service and knowledge. The diagnosis identified problems in the quality of care provided by professionals to users and the absence of processes for treatment with people with problematic use of alcohol and other drugs in el Servicio Ambulatorio Intensivo (SAI), as well as weaknesses In the management of processes established as reference and counterreferencing, where it was detected a lack of knowledge on the part of professionals and users to access other levels of care. In this process, the application of established regulations, is very weak for decision making and the lack of flows of this intricate process, which involves the various levels of attention.
