dc.descriptionThe Ministry of Territorial Coordination and Citizen Participation in the Metropolitan District of Quito is responsible for planning and managing all issues of participation and coordinate it with the eight zonal administrations, including the Participatory Budgeting process. The lack of dissemination of information about the Participatory Budgeting process, by the Ministry of Territorial Coordination and Citizenship, entails that citizens do not exercise their right to participation. Participatory Budgeting (PB) is a process of direct democracy; citizens can analyze, discuss and decide on the prioritization of projects by the municipal budget for each sector. In this context, the main objective of the thesis is to propose a communication campaign for the Ministry of Territorial Coordination and Citizen Participation of Metropolitan District of Quito, to socialize the Participatory Budgeting process throughout the Metropolitan District Quito. Within the applied research methodologist in the thesis project, direct observation was performed on each unit of analysis, it means in each Zonal Administration, there was a dialogue with all the actors involved in this democratic process, moreover, that all information submitted is supported by documentation and diverse literature related to issues of communication and participation. Under a mixed approach was applied to a sample survey of 626 people from the entire population of the Metropolitan District of Quito and conducted several interviews, related to the diffusion of the project Municipal Participatory Budget. One of the conclusions found in the investigation was the misinformation from the citizens about the Participatory Budgeting process and on the right that they ix have to influence in public affairs, generating a true participatory democracy, moreover, that there is no plan communication that addresses a clear message from the Ministry of Territorial Coordination and Citizenship and the eight zonal administrations towards the citizen. Thus, the communication campaign proposal aims at encouraging the active participation of citizens in the socialization and proper fulfillment of the democratic process of Participatory Budgeting.en
