The institutional crisis that began in the nineties, several overthrown presidents and countless acts of corruption were some of the causes that provoked a fearful, irritated and suspicious population, these reasons led to the people requesting a change within the countrygovernability. By the year 2006, with the arrival of Rafael Correa to the presidency of the Republic of Ecuador, it was presented an evolution of government with attributes of the left-wing applied to an ombudsman system. This new idea of government was presented through manipulation techniques and persuasion. The presence of an evolved populist discourse and an administrative form of clientelism were the perfect procedure to reach the power in that year, where he combined the basic techniques of popular support and the resentment towards the old partisan governments, with the statistical, scientific and real intellect, resulting in a techno-institutionalized populism. When Rafael Correa accessioned to power, he proclaimed that the state should be reinvented, so he called for a constitutional reform where he sought to change the rules of the game in favor of the executive power, forming an authority image through political veto, cross death and indefinite re-election. Provoking the struggle between the executive and legislative branches. Another of the consequences of the constitutional change is the decrease of the opposition (political parties) and the participation of the social movements within the political scene, originating a fault within the democratic system, and evidencing the narrow line between hierarchy and authoritarianism within a governmenten
