dc.descriptionTerrorism is the premeditated use or threat of violence by individuals or subnational groups to achieve social or political goals by intimidating a large audience beyond immediate victims (Sandler, 2005, p.) According to experts in International Relations, because of terrorism around the world, countries receiving this type of violence have sought to counteract this problem in their own national territory, through a number of measures, categorized as: proactive and passive measures. This research will focus on assessing reactions to specific terrorist attacks in two large democratic nations. The purpose is to determine whether or not there is a democratic deficit that occurs as a result of actions taken by countries to counter terrorism. This research will focus on two legal documents, ratified within two to four months after the terrorist attacks in both nations, considered as direct results of these attacks. The analysis will assess: the normative legal process for the establishment of laws in both cases, and the possible violation of the Privacy Law of citizens. The results will show that, in all areas of research, there is an observable democratic deficit that occurs within each nation, despite its democratic ideals.en
