| Descripción : | The telecommunications regulatory entities have the responsibility to carry out the activities of the granting of qualifying titles and regulation of the radioelectric spectrum, these activities have a direct impact on the telecommunications services provided by the telecommunications companies. This Master is thesis includes a study of the processes of granting of qualifying titles and regulation based on good practices and referents of the sector, in order to design a framework that allows implement or strengthen spectrum management, based on the TOGAF ADM method of enterprise architecture. The designed framework was applied to Telecommunications Regulatory and Control Agency (ARCOTEL), the study begins analyzing the preliminary phase with the strategic vision of the business, the study continues with the maturity of the processes, restructuring them, establishing metrics and providing the solution with technology to generate value to the institution. With the implementation of the solution will be achieved processes that generate value to the strategic objectives of the institution, granting qualifying titles according to the established metrics, thus improving the relationship with the concessionaires and, at the same time, encourage the implementation of new Telecommunications networks to provide a better service to citizens. |
