Resumen : En el año 2007, el gobierno de Rafael Correa inició un proceso democratizador en el cual se robustecía al Estado mediante la creación de instituciones y figuras que otorgarían poder al pueblo, como, por ejemplo: el Quinto Poder, la Defensoría del Pueblo, el Consejo de Participación Ciudadana, los Defensores de Audiencias, o instituciones que vigilarían el funcionamiento del Estado bajo el amparo de los derechos humanos para fortificar la participación civil. Esta maquinaria estatal trabajaría en función del interés y demandas de un grupo. El presente artículo, presenta una investigación sobre los dos periodos presidenciales del gobierno de Rafael Correa, donde se analiza críticamente en qué manera influyó la estrategia discursiva populista en las libertades durante el proceso democratizador.
Descripción : In 2007 the government of Rafael Correa started a democratizing process by which the State was strengthened through the creation of institutions and figures that should empower citizens, e.g. the Fifth Power, the Office of Ombudsman, the Citizen Participation Council, the Defenders of Audiences, and other institutions supposed to monitor State operations. Their work should ensure the full protection of human rights with the aim of strengthening civil participation. This State machinery should work according to the interest and demands of the population. Drawing on qualitative research methods, this thesis investigates the two presidential periods of the government of Rafael Delgado Correa (2007-2013) (2013-2017), in order to critically analyze how the populist discursive strategy during this time influenced citizens liberties in a (supposedly), democratizing process during the both presidential periods of Rafael Delgado Correa.
