| Resumen : | Este trabajo surge de la necesidad de estudiar la realidad y el sustento legal que tienen los migrantes ecuatorianos en el exterior. Durante el tiempo de investigación afloraron varios cambios y descubrimientos, puesto que, la idea inicial fue buscar el espacio en donde la asistencia a los migrantes se había plasmado, espacio que ha sido buscado y muchas veces logrado y también frecuentemente fallido por varios sectores y gobiernos. Además, el análisis de varios instrumentos existentes, que se encontraban en debate y que ahora son una realidad, también ha sido objeto de este estudio. La realidad del país y el atractivo extranjero influyen en la salida de personas y familias enteras, es el punto de partida para ir delineando la realidad social y jurídica de las personas migrantes, así como los avances a los mecanismos de protección en el país de destino… |
| Descripción : | This work shows the need to study the reality and the legal basis that Ecuadorian migrants have abroad. During research time various changes and findings appeared, since the original idea was to seek the space where assistance to migrants had been expressed; the space that has been sought and many times achieved and that also went frequently wrong by different sectors and governments. Besides, the analysis of various existing instruments, which were in debate and that now are a reality, have also been object of this work. The reality of the country and foreign attraction have an influence on the migration of people and entire families, it is the starting point for drafting the social and legal reality of migrant people, as well as the advances toward the mechanisms of protection in the country of destiny. The development and interest for this topic is given to the emergent reality in the country, which favors the State to begin the assistance to Ecuadorian migrants not only abroad, in the country of destiny, but in their own country of origin. As a consequence, studies of international concepts that define types of migrations and migrants and the possible mechanisms of protection and implementation of public policies, plans and programs exist. |
