Descripción : Union Cementera Nacional UCEM - C.E.M is an ecuadorian business, is a emerge of two large cement companies: Cemento Chimborazo S.A. and Guapan Industries S.A., 95.72% belongs to the state capital and 4.28% corresponds to private investors; for this reason it is considered as a public company. The production plants are located in southern Ecuador, the Guapan industrial plant is located in the province of Cañar 1 kilometer from the city of Azogues and Chimborazo industrial plant is located approximately 8 kilometers from the city of Riobamba. During this process of corporate merger there have been a number of positive changes for UCEM, this has enabled the company to complement functions between both industrial and developing areas that did not have much attention such as Corporate Social Responsibility plants. With the rapid growth of the company, has set strengthening relations with interest groups or stakeholders and focused on the development of corporate social responsibility programs. In Ecuador, the culture of CSR has evolved and is remarkable commitment of several companies to pursue this line. The purpose of this scholarship is to know the current state of CSR in UCEM - CEM order to strengthen Social Responsibility practices and turn them into a communication strategy to be considered as a competitive advantage. The research tools used in this study were applied to a sample survey staff UCEM - CEM, interviews with representatives of the business area, focus group to nearby communities and industrial plants, both Guapan and Chimborazo, also an opinion poll to suppliers. Subsequently, tabulation and interpretation of results was performed. Throughout this research, we have come to know what strengths, weaknesses, opportunities and threats of the company, creating strategies that can be exploited for decision-making are. Finally, we have proposed a strategic communication plan developed based on results obtained in the research strategic matrices.
