Descripción : This document is the research work called “Proposed legislation to facilitate the provision of microcredits in a security framework. In this document will highlight the basic problem is that, by the need to create financial products available to the lower economic classes, it has neglected the legislative basis, so have created loopholes that need to fill prevent this financial product (microcredit) to disappear from the market. Also discuss that in Ecuador there is no specific legislation covering micro-credit, on the contrary, the policy basis that when applied, threatens to disappear to such non-traditional financial products. The general objective is to seek to demonstrate that micro-credit as a financial product, has great relevance in the Ecuadorian financial market and the specific objective is to develop an alternative structure for redesign to microcredit as a financial product and propose a structure to create a specific regulation. The main reason for this study is that a country with much of its population in rural areas without access to traditional financial products, must develop financial segments that allow their growth. Specifically review how this product allows, among other things, extending financial services to sectors of the population poor, eliminate exploitation lenders who performed "illegal", and create opportunities for economically stagnant sectors, thus contributing as the essential objective of reducing poverty
