Resumen : En el plan de ordenamiento urbano que dio como resultado el Master Plan El Batán, realizado en el Taller de Proyectos Urbanos Arquitectónicos ARO286 2019 2, que para su estudio abarcó la zona limitada al Norte por la calle De las Bugambillas, al Sur por la calle Hugo Moncayo, al Este la Av. Eloy Alfaro y al Oeste la calle París, incluyendo los barrios; El Inca I, El Inca II, El Batán, Gabriela Marina, San José del Inca, El Batán Bajo y 24 de Mayo, determina que dicha zona posee una gran vocación enfocada a la educación por la presencia de varios equipamientos educativos como guarderías, escuelas, colegios y universidades tales como; Universidad de las Américas, Escuela Politécnica del Ejército Instituto de Idiomas, al igual que el Conservatorio Nacional de Música, El Ballet Nacional de Cámara, entre otros. Por otra parte, se pudo identificar el carácter residencial multifamiliar y unifamiliar que contrastan con los nuevos comercios y actividades que se han desarrollado en la zona en los últimos años, tomando en cuenta que esta tenía un carácter industrial que, debido al crecimiento de la ciudad, fue cambiando sin proyección urbana y adaptándose a las nuevas necesidades. Por lo anteriormente expuesto, la zona presenta ciertas carencias como espacios verdes o espacio público, discontinuidad del trazado urbano e ilegibilidad morfológica, entre otras. Por lo tanto, como visión a futuro año 2040 el Máster Plan El Batán plantea una Ciudadela Universitaria que adicionalmente incorpora distintos equipamientos de salud y seguridad pública, vivienda estudiantil y para la tercera edad independientes, biblioteca, centro deportivo, entre otras. Esto basados en las preexistencias y en las proyecciones del POU. Estos equipamientos se unen entre sí mediante sendas peatonales, plazas y parques que se diseñaron dentro de cada clúster. Para dinamizar y diversificar la zona a intervenir, cada clúster posee varios equipamientos que se complementan entre sí y dan carácter al mismo. Por lo tanto, el clúster Eloy Alfaro, donde se encuentra el Centro de Deportes Urbanos y Recreativos El Batán, también se lo denomina clúster Universitario por la preexistencia de la UDLA. Dentro del clúster se propone equipamientos tales como; el Centro de Investigación de Agricultura Urbana y la residencia universitaria, al igual que una plaza gastronómica, café concierto, parada de ciclo vía con asistencia mecánica y servicios y parques, por otro lado los preexistentes se rediseñarán y potenciarán como parte de la propuesta, estos son; UDLA Granados, UDLA Queri, Centro Intersectorial Primera Infancia, Clínica Club de Leones Clínica de Corazón, Conservatorio Nacional de Música y la piscina de la Concentración Deportiva de Pichincha Club El Batán, que se convertirá en el Centro de Deportes Urbanos y Recreativos El Batán con la intención de crear un hito arquitectónico y urbano que complemente y diversifique al clúster de carácter educativo residencial con la premisa de Cuerpo sano en mente sana. En el siguiente documento se desarrollará un centro deportivo a escala barrial que incluye actividades comerciales tales como; restaurantes, consultorios médicos enfocados al deporte y nutrición, áreas de uso múltiple como plazas y áreas verdes que permitan la cohesión social y el intercambio de distintas culturas deportivas y la apropiación del espacio público.
Descripción : In the urban planning plan that resulted in the El Batán Master Plan, carried out in the ARO286 2019 2 Urban Architectural Projects Workshop, which for its study covered the area limited to the North by Calle de las Bugambillas, to the South by Hugo Moncayo Street, to the East by Eloy Alfaro Avenue and to the West by Paris Street, including the neighborhoods; El Inca I, El Inca II, El Batán, Gabriela Marina, San José del Inca, El Batán Bajo and 24 de Mayo, determines that this area has a great vocation focused on education due to the presence of various educational facilities such as kindergartens, schools, colleges and universities such as; University of the Americas, Army Polytechnic School Institute of Languages, as well than the National Conservatory of Music, The National Chamber Ballet, among others. On the other hand, it was possible to identify the multifamily and single family residential character that contrast with the new shops and activities that have been developed in the area in recent years, taking into account that it had an industrial character that, due to the growth of the city , it was changing without urban projection and adapting to new needs. Due to the aforementioned, the area presents certain deficiencies such as green spaces or public space, discontinuity of the urban layout and morphological illegibility, among others. Therefore, as a vision for the future year 2040, the Masters Plan El Batán proposes a University Citadel that additionally incorporates different health and public safety equipment, student and elderly housing independent, library, sports center, among other. This based on the pre existing and POU projections. These facilities are linked together through pedestrian paths, squares and parks that were designed within each cluster. In order to stimulate and diversify the area to be intervened, each cluster has various facilities that complement each other and give character to it. Therefore, the Eloy Alfaro cluster, where the El Batán Urban and Recreational Sports Center is located, is also called the University cluster because of the preexistence of the UDLA. Within the cluster, equipment are proposed such as; the Urban Agriculture Research Center and the university residence, as well as a gastronomic plaza, concert café, cycle stop with mechanical assistance and services and parks, on the other hand, the preexisting ones will be redesigned and will be promoted as part of the proposal, these are; UDLA Granados, UDLA Queri, Intersectoral Early Childhood Center, Clinica de Leones Clínica de Corazón, National Conservatory of Music and the pool of the Sports Concentration of Pichincha Club El Batán, which It will become the El Batán Urban and Recreational Sports Center with the intention of creating an architectural and urban landmark that complements and diversifies the cluster of a residential educational nature with the premise of Healthy body in healthy mind. In the following document, a neighborhood level sports center will be developed that includes commercial activities such as; restaurants, medical offices focused on sports and nutrition, multipleuse areas such as squares and green areas that allow social cohesion and the exchange of different sports cultures and the appropriation of public space.
