| Descripción : | The current investigation „Professionalization of the Foreign Service‟ aims to analyze whether there were any results concerning the professionalization, which took place in two periods; with the Diplomatic Academy, and with the new professionalization that consisted on the use of the "José Peralta" School of International Relations, attached to the Institute of High National Studies (institution whose functions where transferred from the Diplomatic Academy), along with the use of affirmative actions. First, we will observe if the results of the professionalization are within the framework of the New Public Management, which states the importance of having a specialized administration that will train efficient staff. Therefore, this research will be conducted through policy instruments, using the typology NATO. |
