Descripción : This research focuses on the current and problematic situation people living in informal settlements in Quito cross. An illegal neighborhood is considered such when it consists in an extension of parceled land with no less than 30 houses that do not have legal documentation which endorses its registration in the municipal cadastre. Being the city with more possibilities in the region, Quito grows rapidly. Illegal neighborhoods have originated throughout the city’s history for three main reasons: land trade, inheritances of Huasipungos and migration. This, added to the lack of planning, results in the alarming figures of 195 still illegal neighborhoods in the following zones: 100 in Quitumbe, 40 in Calderón, 35 distributed in Tumbaco, Los Chillos and Centro, and 20 in La Delicia. Given this, the Commission of Human Settlements of the Municipality of the city created in 2009 the Special Unit Regulates Your Neighborhood (UERB for its acronym in Spanish) to delimit and regularize illegal human settlements. According to UERB, it is estimated that in Quito at least 480 neighborhoods have illegal origins. The urban growth of Quito has been rapid, before this, the Municipality has only had the option of regulating settlements of illegal origin without prior planning. Each mayor on duty has devoted his efforts to different needs during their term, but there is no fixed process to regulate and order the urban growth of the city. Some neighborhoods such as Pisulí, La Lucha de los Pobres and the People's Committee have gone through shady processes to be regulated and have basic services. But there are still neighborhoods without access roads, where the arrival of services such as drinking water and electricity is unthinkable. This investigation evidences the living conditions of the inhabitants of the illegal neighborhoods in Quito. It also shows what is the support that the authorities of the city provide to those who inhabit them.
