Descripción : Unlike Official Development Assistance, born in the framework of the OECD in the sixties, South-South Cooperation emphasizes its strategic guidelines such as the solidarity accent and the horizontal logic of relations between countries of the South, which undoubtedly marks a turning point and is an important precedent when dealing with international relations today. However, at the heart of the matter - the impulse to development - certain concordances can be located between both and it can even be shown that in certain cases there is a complementary relation. Both models are an essential part of International Development Cooperation, and at the same time are expressions of the global hegemonic struggle and its methodologies, as well as its precepts are widely used in the rhetoric of international politics. At present, the CSS has taken a new impulse after the debacle of neoliberalism in the nineties. One of its greatest features o characteristics has been the incorporation of broad spectra of new actors in the international scene. At this point, the question that arises is whether the Sino-Latin American relations expresses a horizontal relationship of mutual support. Alternatively, it is just part of a component a part or component of China's global strategy to shore up its hegemonic interests. Under these scenarios, the case of Ecuador is analysed, through the parameters that define relations between countries as Cooperative relations, whether the megaprojects financed by Chinese capital respond to the SCC logic, or even more, if it corresponds to the ODA logic. Conceivably other approaches such as neorealist or neoliberal frameworks would fit to the analysis if these bilateral relations respond to a state-centered logic rather than a global positioning approach neorealist and neoliberal analytical frameworks to unravel if these bilateral relations respond to a state logic of global positioning.
