Descripción : In the last years, the first level Operational Units of the Ministry of Public Health have undergone a series of changes in which there is a greater requirement of compliance with the number of attentions, leaving aside the quality of the service, the satisfaction of the user and the working climate This research aims to propose a plan of action based on results, which improves the working environment and therefore user satisfaction in the first level operational units type B in District 17D11 belonging to Zone 2 of the Ministry of Public Health. It is a study with correlational cross-sectional design, the study population of external users is 202,261 with a sample of 450 randomly selected users who come on the day the survey was conducted to the operating units of the district and the population of Study of internal users is 115, the same amount that constitutes the sample being applied to the workers of the operating nits of the district that are on the day the survey was conducted. The tools used are structured surveys according to the guidelines of WHO, OTI and MSP-District 17D11. The following data were collected during data collection. The labor commitment and the labor empowerment is 62 percent of staff shares this view. As for user satisfaction, 55 percent of the population has positive answers. On average 55 percent of users and 51 percent of staff gave favorable answers to all questions The action plan that is proposed are improvements based on the research, although initially a plan was proposed that influenced both the work environment and therefore the satisfaction of the user, taking into account the results, individual actions According to necessity. Despite having favorable answers in the questions, there are a lot of additional observations from the users.
