Descripción : The purpose of this investigation is to explain in distinct humanitarian, institutional, and normative contexts, the interventions taken part by the UN, as result of the influence these have had upon the control mechanisms of protection at the moment of its application. Resumen : En la actualidad es evidente la importancia que tiene el mensaje y la manera de difundirlo en el día a día de las personas. Por tal motivo, era inevitable que la compaña política adhiera esta estrategia, de implementar el nacionalismo, ya que se puede sacar provecho de esta. La rápida difusión del mensaje y la relación directa que se genera entre el candidato y los electores son uno de los factores que influyen en el tema de investigación. Con ello se analizó el caso ecuatoriano de Rafael Correa en las elecciones del 2013 donde se analiza el mensaje nacionalista y el uso de las redes sociales, tomando como ventaja el acceso a internet y en nivel de popularidad del candidato. Con ello, se procedió a realizar un análisis deductivo sobre la relación existente entre ambas variables con el fin de ver como la presencia y la interacción del candidato en la campaña política y si el nacionalismo influyó en el voto, pero por sobre todo la interacción que tuvieron. Pues, sin la implementación del discurso nacionalista no hubiera habido una campaña así de exitosa. Los tiempos cambian y nuevas tecnologías aparecen, por eso es importante saber incorporarlas como una estrategia para tener la mejor campaña posible. Más aún, cuando dicha estrategia política el sentido de identidad abarca a uno de los grupos electorales más grandes, los jóvenes.
Descripción : Nowadays, the importance of the message and the way to spread it in daily of people lives is evident. For this reason, it was inevitable that the political company adhere to this strategy, to implement nationalism since it can be profited from. The rapid dissemination of the message and the direct relationship that is generated between the candidate and the voters is one of the factors that influence the research topic. With this, the Ecuadorian case of Rafael Correa in the 2013 elections was analyzed, where the nationalist message and the use of social networks are analyzed, taking advantage of access to the Internet and the candidate's level of popularity. With this, a deductive analysis was carried out on the relationship between the two variables to see how the candidate's presence and interaction in the political campaign and whether nationalism influenced the vote, but above all the interaction that had. Well, without the implementation of the nationalist discourse there would not have been such a successful campaign. Times change and new technologies appear so it is important to know how to incorporate them as a strategy to have the best possible campaign. Resumen : El presente trabajo indaga el cambio discursivo de la Confederación de Nacionalidades Indígenas del Ecuador (CONAIE), durante el ciclo de protestas de octubre de 2019, y contrasta los planteamientos de este periodo con los que animaron la lucha histórica de la causa indígena en Ecuador. Es por ello, que se busca evaluar el impacto que la coyuntura en la que se produjeron las protestas de octubre tuvo en el discurso histórico del movimiento indígena, y en qué medida, este cambio produjo divisiones al interior de la CONAIE, así como los efectos que este giro del discurso causó en las relaciones entre indígenas y la población mestiza del Ecuador. Esta investigación de carácter cualitativo se desarrolla en el marco del análisis situacional del caso, desde un enfoque político.
Descripción : This paper explores discursive changes of the Confederation of Indigenous Nationalities of Ecuador (CONAIE), during the cycle of protests of October 2019, and contrasts the approaches of this period with those that animated the historical struggle of the indigenous cause in Ecuador. That is why it seeks to evaluate the impact of the events of October on the historical discourse of the indigenous movement, and to what extent this change led to divisions within CONAIE, as well as the effects that this turn of the discourse caused on the relations between indigenous people and mestizo population of Ecuador. Resumen : La doctrina de la Responsabilidad de Proteger comprende tres pilares fundamentales, que responden al funcionamiento y aplicabilidad de esta doctrina en casos donde los derechos humanos de los ciudadanos son violentados. En ese sentido, los escenarios de Libia mostraron un terreno apropiado para la aplicación de esta doctrina. Sin embargo, en este caso se pone en duda el respeto a estos pilares, ya que se considera una aplicación unilateral que respondía a los intereses de ciertos Estados, mas no de la comunidad internacional. La ejecución de la intervención fue desproporcionada y no implico la protección de los individuos. Finalmente, esta doctrina desestabilizo un estado y permitió que se perpetúen varios grupos de poder que buscan legitimar su régimen sobre el nuevo territorio. Por estas circunstancias, en el panorama sirio, la comunidad internacional se mantiene cuestionando el uso de esta herramienta internacional para darle fin a la guerra civil; y, por otra parte, también se cuestiona la ejecución de esta doctrina en nuevos escenarios globales donde los gobiernos son los responsables de causar crímenes de lesa humanidad, como es el caso de Venezuela. La Comunidad Internacional no consideró la sociedad de tribus, de la misma manera hizo caso omiso e irrespetó el veto de Estados miembros del Consejo de Seguridad, y por último preparó el terreno para que varios grupos beligerantes que responden a intereses propios, hagan del Estado un nuevo campo de guerra para disputar la legitimización del poder. ¿Se considera a la doctrina de la Responsabilidad de Proteger (R2P) como aquella herramienta internacional válida para salvaguardar, proteger los derechos de los ciudadanos en los casos en los que se ha aplicado? ¿Se fundamenta esta doctrina en principios de aplicabilidad? ¿En el caso de Libia se han respetado estos principios?
Descripción : The doctrine of the Responsibility to Protect comprises three fundamental pillars, which respond to the functioning and applicability of this doctrine in cases where the human rights of citizens are violated. In this sense, the Libyan scenarios proposed a terrain for the doctrine to be applied, however, the respect for these pillars in the Libyan case is questioned, since it is considered a unilateral application that responded to the interests of certain states, but not of the international community. The implementation of the intervention was disproportionate and it is analysed that it did not respond to the protection of individuals. Eventually, this doctrine destabilized a state and allowed the perpetuation of various power groups that seek to legitimize their regime over the new territory. Due to these circumstances, in the Syrian scenario, the international community keeps questioning the use of this international tool to put an end to the civil war; and on the other hand, the execution of this doctrine in new global scenarios where governments are responsible for causing crimes against humanity, as is the case of Venezuela, is also questioned. The international community did not consider the tribal society, in the same way it ignored and disrespected the Veto of States members of the Security Council, and finally prepared the ground for several belligerent groups that respond to their own interests to make the State a new field of war to dispute the legitimization of power. Is the doctrine of the Responsibility to Protect (R2P) considered as that valid international tool to safeguard, protect the rights of citizens in cases where it has been applied? Furthermore, if this doctrine is based on principles of applicability, have these principles been respected in the case of Libya?2020-01-01T00:00:00Z
